Planting small seed - Tip

Spread seed out on a white paper plate. Dip the tip of a tooth pick into a cup of water and touch a seed. Tap the tooth pick over the soil and the seed will fall. Re-wet the tooth pick after every 2-3 seeds. This really works well!

Small seeds
I've always just used a very sharp pencil, as it is easier for me to handle -- but I moisten it so the seeds adhere, same as with the above toothpick method -- point (literally) being, any sharp little point will work - and the seeds stick to the moisture. The soil should be slightly MORE moist, though, for the seeds to transfer there easily.

Another option is to take an empty (and clean) salt or spice shaker, and use it to sprinkle seeds.
Just make sure the seeds will drop through the holes before filling it.
