My garlic chives and rudbecka both still have seed pods, are the seeds good even though the where out all winter long? will they grow?

My experience with chives is they will seed themselves just fine. They can get a bit out of control if you don't do anything with them. I lived in North Dakota and my chives came back every year. More and more each year.

 Both of these re-seed

 Both of these re-seed after winter nicely for me... the seed should be okay.  You can start them inside, just sprinke the seeds on the ground... or bring them in and dry them for trading.  Garlic Chives actually re-seed a bit too nicely for me... I remove some of the seed in fall to keep them under control. lol  It gets to 25 below here.
