Sounds like Japanese Beetles

I use seven dust. Japanese beetles will strip the leaves off plum trees and cannas.

Suzy

you can try calling your county extension office also. I had had good luck calling them when I have a problem. Good luck.

Neem Oil or Insecticidal Soap

Neem Oil or Insecticidal Soap would not affect the bees and is organic, so it doesn't hurt anything.

Japanese Beetles

Susy, From your description of the bugs and what they are doing to your Plum tree, I think you have an infestation of Japanese Beetles. Here's a link that should help you. Japanese Beetle.       maw

Sounds

like a bad case of aphids or flea beetles. For this level of infestation I suggest you get help from a garden center on what is best to get rid of them. As much as I hate insecticides it may be the only way to go.
