These are peony type tulips.  To keep them blooming year after year I fertilize them with a water soluble type such as 10-30-15.  The first feeding starts when the buds are still green, nd then again once the flowers finish.  I use 2 gallons of solution per clump.   Best time is just before a good rain, which helps to force the fertilizer down to the root zone.
