Before we moved here to the new site, someone posted they wanted to create a fence/border on their property line with the neighbor - who was the member?

I know we recommended Rose of Sharon & some other fast growing plants.

I might have posted something like that...

I don't remember but I was looking for something to use as a fence for privacy against the street side of our yard but it has to like partial to full shade.  There are tall, mature trees that shade the area.  I'd really like it to bloom during the summer, too.  We just like to spend time in the back yard but would like some privacy from all the walkers - we are on a corner lot and constantly have people walking by - not that I'm not neighborly - just don't need every Tom, Dick and Harry gawking at us - I'm self-conscious is what it is...anyway, because we live on a corner lot, we cannot put up a fence unless we go through all this red tape to get it approved by the city...

...so any thoughts on something that likes shade and blooms all summer that can be used as a fence or border?

If you are truely southern

If you are zone 7 or south, then an obvious choice is Crepe Myrtle.  Mixing colors and growth habits could make for an interesting buffer.

Rose Shrubs!

Rose shrubs can get up to 8' tall! Also nothing can penetrate it unless they be stuck!

Sunflowers grow very quickly

Sunflowers grow very quickly and could be grown in between the ROS as well. They would make a great quick barrier.

 depending on how large

Depending on how large you want...you know Oleandars are rather fast growing and get rather large...In California they use them along the freeways for borders...now they are toxic...so if that is a concern ...well you may think twice..

I need to do that myself.

I need to do that myself. I have 5 Rose of Sharons I planted last year, but I think I want to do something else for my property line to drown out my unsightly neighbors. I would still like to do something colorful, just not sure with what and would like also like something fast growing.
