Bloom-head of Bishop's Flower, or False Queen Anne's Lace.  It is an annual which propagates from seed.  It grows well in full sun, or partial shade.  Beware of the foliage as it can be an irritant if handled excessively.  Since I can't grow Queen Anne's Lace, this is a fair substitute, but is more weedy looking than QAL.
